The Moroccan Ministry of Health Manages Crisis Response with SAP

Founded in 1982, Morocco’s Ministry of Health has run the countries national institutes and laboratories, basic healthcare network, and hospital network for the past 39 years. This network includes primary healthcare, provincial and local hospitals, clinics and medical offices, university hospitals, and more.

In March 2020, Morocco was hit hard by the COVID-19 pandemic. The country saw an immediate impact on society and business that revealed the clear need for a digital solution to access real time data on the ever-changing situation. SAP partner ALGO Consulting Group were the first to act on that need; proposing an innovative solution to the Moroccan Ministry of Health that would give a real-time overview of the situation to the Minister of Health, and other health decision makers. This solution included SAP HANA, SAP Analytics Cloud, and SAP Digital Boardroom.

Challenges: Defining the Data Problem

The Moroccan Ministry of Health had a few core problems that were integral to solve in order to successfully manage the COVID-19 outbreak.

  • They could not accurately monitor and assess the situation due to a lack of available real-time data on patients, treatments, and tests.
  • The old system relied almost completely on paper tracking. This delayed case tracking and limited the availability of COVID-19 testing because of the time-consuming administration and reporting tasks.
  • Information was collected in silos with no coordination or communication, impeding the distribution of medicine and tests, as well as impacting the Ministry’s ability to manage the crisis effectively.

It was paramount that the Ministry of Health solved these challenges as quickly as possible in order to manage the outbreak within the population and help their citizens with the COVID-19 crisis.

The Solution

ALGO Consulting Group, the first SAP partner in Africa to be SAP Analytics Cloud certified, saw a clear opportunity to help the Moroccan Ministry of Health save more lives through implementing a digital solution. Adapting its SAP-qualified partner-packaged solution for the transportation sector, ALGO was able to implement a Covid-19 Real-Time Monitoring Solution enabled by the multi-product solution of SAP HANA, SAP Analytics Cloud, and SAP Digital Boardroom quickly.

In this set up SAP HANA is used for raw data collection, storage and calculation of KPIs, SAP Analytics Cloud is used for role-specific dashboards, and SAP Digital Boardroom provides a real time control center in the office of the Minister of Health. SAP Analytics Cloud’s live data connection to SAP HANA is integral to this set up performing effectively. Health professionals can see pertinent information immediately, thanks to real-time updates.

ALGO set up eight key SAP Analytics Cloud story dashboards to communicate the situation:

  • Total cases
  • Daily new cases
  • Growth factor of daily new cases
  • Active cases
  • Serious and critical cases
  • Recovered
  • Deaths

The dashboards also included the ability to track cases by geographical region and age distribution.

ALGO further ensured the Moroccan Ministry of Health’s success by enabling 400 users to use the solution just four hours after implementation. The Minister of Health was enabled to use Digital Boardroom in a short 30 minutes- getting insights to help make confident decisions as quickly as possible.

The Results

The impact of implementing SAP HANA, SAP Analytics Cloud, and SAP Digital Boardroom was immediately clear after go-live. Suddenly, health officials had a country-wide single source of truth for case tracking, COVID-19 testing, and treatment analysis.

Without the arduous, siloed paper system, laboratory test capacity increased from 100 to 10,000 tests per day. This huge increase led to a much more accurate picture of the number of cases within Morocco in a short amount of time.

Hospitals were now able to manage medicines used to treat COVID-19 patients in the most effective way possible. Real-time data showed healthcare professionals exact stock of each medicine type, as well as helped allocate treatments in targeted ways rather than relying on out-of-date information.

The elimination of silos separating data led to a more connected health landscape, with labs, testing centers, hospitals, and health officials all having access to the same set of real-time information. This aids faster and better-informed decision making that the population can trust to make the right calls.

By using SAP Analytics Cloud, SAP HANA, and SAP Digital Boardroom, the Moroccan Ministry of Health is keeping their citizens safe and informed with an end-to-end digital solution.
